This work is the first poem known to us today, written by the Turks in Aruz metre after the acceptance of Islam. The name of the poem can be translated as “Science of Happiness”, “Art of Blessing” and “Science that leads to happiness”. “Kut” means happiness. According to experts, the language of “Kutadgu Bilig”, is closer to the south-western group of Turkic languages, ie the Oguz group. It was noted that during the writing of the work in the Garakhanid state, the Uigur alphabet was used first.
Then, Arabic language was used in official correspondence of the state and literary environment. The “Kutadgu Bilig”, is actually the book of the khans, the kings, the rulers, the rulers of the state. Because, this book is based on the idea of a fair and intelligent ruler. The idea of a fair and clever ruler has always been in the center of our earliest folklore, or our first ancient inscriptions, which has reached us. It was said that the work could not have come about by chance. Regardless of the reason for the work, it has remained in history as a very valuable work. The idea of an intelligent ruler, who does not lose its relevance today, shows one more time that the author has a broad outlook and thinking. In the section titled “Tells about the necessity how a man should be a gentleman” the instructive advice has given on government management.
