UNESCO has proclaimed April 23 as the World Book and Copyright Day at its 28th session in Paris on November 15, 1995.

From the time of the publication of the book to the present century, books play an indispensable role in the transmitting of our moral and intellectual wealth from generation to generation. In the Middle Ages, Azerbaijani poets used the right form of copyright by using original name and poetic nickname at the end of their works.

The beginning of the development of Azerbaijani book culture from the X-XII centuries to the new stage of development led to the creation of works related to literature, geography, medicine, astronomy, history, philosophy, logic and other fields of science. During this period, Azerbaijan has had great scholars and poets who enrich history of the book. At the same time, the manuscripts showing the protection of others' copyright of Khatib Tabrizi, Mahsati Ganjavi, Nizami Ganjavi, Afzaladdin Khagani, Najmeddin Nakhchivani, Hindushah Nakhchivani, Nasiraddin Tusi, Gatran Tabrizi, Bahmanyar, Mahmud Shabustari and others survived in this period have come to this day. The manuscripts of the first phase of our book history along in our country are preserved in the United States, Russia, France, Germany, the Vatican, Poland, the Czech Republic, China, Turkey, Iran, Uzbekistan and other countries.

The books of Azerbaijani classics, which are sources of humanism and knowledge, have gained great popularity in the Middle Ages. In later periods, the books created in Azerbaijan's Nakhchivan, Ordubad, Baku, Shamakhi, Ganja, Barda, Garabagh and in other regions were distinguished for the deep content, the beauty of the language and the design. These manuscripts and books differed from each other in terms of artistic design. The clerkship, calligraphy, miniature art gained great respect during this period as the most honorable profession. Our book creators such as calligrapher Mirali Tabrizi, Gazi Mohammad Bagir Ordubadi, Abdulbagi Danishmand, Gasim bey Sahhaf and many others provided great services in the formation and development of our book culture. That is why the Azerbaijani books have been found in well-known libraries of the world and have come to this day.

"The national wealth of the Azerbaijani people is its intellectual potential, its culture and literature. We have not started to build our independent state in vain. We have another wealth as our economic potential - our intellectual potential. Our genius people have created great intellectual potential and property of Azerbaijan”, said the national leader of the Azerbaijani people, Heydar Aliyev, and cared for the preservation and development of our national culture, literature, book publishing, in other words, the intellectual potential of our people, has done great work in the field of book publishing and copyright. Since the 70s of the XX century under the leadership of our great leader, printing and publishing fields have been reconstructed in Azerbaijan, important measures have been taken to ensure the publicity of the book publishing and comprehensive care for intellectual and creative people working in this field. In the years of independence, under the leadership of great leader Heydar Aliyev, series of measures have been taken in the field of book publishing and copyright, a rich legislative framework has been created. Adoption of the laws of the Republic of Azerbaijan "On Copyright and Related Rights" in 1996, "About Library Work" in 1998, "Publishing Work" in 2000, "On Legal Protection of Azerbaijani Folklore Samples" in 2003 and the establishment of the Copyright Agency in our country have provided the development of this field.

These measures were continued in the following years, the President of the Republic of Azerbaijan Mr. Ilham Aliyev signed decrees on approval of the "State Program for the Development of Librarian-Information Sector in the Republic of Azerbaijan for 2008-2013", "On improving the activity of libraries in Azerbaijan", "On implementation of mass publications in Azerbaijani language with Latin script". The Decree of the President of the Republic of Azerbaijan dated  September 6, 2017 "On Ensuring the Activities of the Copyright Agency of the Republic of Azerbaijan" opens new possibilities for systematic measures in the field of copyright.

Books on Azerbaijan's history, culture, music, carpets, mughams, folklore, literature, architecture, national cuisine and clothing, cultural heritage are published today, purposeful measures are being taken to promote the rich scientific and cultural potential in the world, to protect the copyright of our people in the international arena. As a result of the work done, the most beautiful pearls of our people's rich culture and history have been included in UNESCO's list of the Intangible Cultural Heritage of Humanity.

In Nakhchivan Autonomous Republic, serious attention is paid to book publishing and copyright protection, and the scope of work in this area is increasing. "The focus on the library and books is the key to the development and progress of each country", said Mr. Vasif Talibov, Chairman of the Supreme Majlis of Nakhchivan Autonomous Republic. In the recent years with the attention and care of the Chairman of the Supreme Majlis of Nakhchivan Autonomous Republic, reconstruction of libraries operating in the autonomous republic, moving to modern buildings, strengthening material and technical bases, putting into usage the electronic libraries, creating of a rich library fund in rural centers and secondary schools,   providing publishing houses with modern printing equipments and a new building, have been aimed along with extensive reading opportunities as well as accelerating book publishing, free activity of authors. As a part of the activities carried out for this purpose, the Book House was launched in Nakhchivan, the building of the Nakhchivan Autonomous Republic Library has been re-established and electronic library system has been put into operation.

Reconstruction of libraries is continuously carried out in educational and scientific institutions of the ancient land. Electronic libraries have been put into operation in Nakhchivan State University and Nakhchivan Department of Azerbaijan National Academy of Sciences. The necessary conditions for the reading of people with disabilities were also created, and an audio and electronic library was put into operation in Nakhchivan Regional Information Center for Limited Physical Persons.

Along with strengthening the material and technical base of libraries in the autonomous republic, consistent measures are being taken to enrich the book funds. In accordance with the Decree of the President of the Republic of Azerbaijan dated January 12, 2004 "On the implementation of mass editions with the Latin script in the Azerbaijani language", hundreds of thousands of scientific and fiction literature were distributed to libraries of the autonomous republic. Only in 2017 the libraries of the autonomous republic   received more than 13 thousand books and printed products on 301 titles.

As a result of the measures taken, today the library work in the city of Nakhchivan and in the far mountainous villages is at the level of modern requirements. This has increased the interest of people for  books. “The Nakhchivan Encyclopedia”, “The Encyclopedia of Nakhchivan Monuments”, “Nakhchivan Khanate”, “Nakhchivan History Atlas”, “Nakhchivan Folklore”, “The Chronicle of Nakhchivan Theater”, "Nakhchivan national clothes", "Archeological researches in Nakhchivan", "Prophet Noah: the world storm and Nakhchivan", "Nakhchivan embroidery", "Kids and the Sun", "Nakhchivan cuisine", "Nakhchivan-Sharur folk yallis", "Children songs of Nakhchivan composers", "Nakhchivan history" many-volumed, "Gulustan tomb", "Alinjagala" and other books published under the care and support of the Chairman of the Supreme Majlis of Nakhchivan Autonomous Republic, are valuable sources for studying our history and national values.

Modern publishing houses and printing houses in the autonomous republic play an important role in the development of this field. Today, creative persons living in Nakhchivan do not have any problems with the publication of the book. In recent years, hundreds of books by our poets and writers have been published. All this is a clear example of the care shown to copyright and book work in the autonomous republic.

In the development of moral values such as patriotism, loyalty to land, dignity, mercy, kindness in the younger generation the book is an indispensable treasure. Approving the “List of books that are necessary to read” by the Order of Mr. Vasif Talibov, Chairman of the Supreme Majlis of Nakhchivan Autonomous Republic dated August 28, 2017, was welcomed not only in the ancient land, but also by the country public and well-known intellectuals. The books listed on the list serve to educate teenagers and young people about patriotism, historical past, loyalty to national roots, and to strengthen political outlook, family and social behavior.

 Books and reading play an important role in the perfection of a man as a personality, enrichment of the spiritual world, the development of artistic imagination, imaginative and logical thinking,  in the development of cognitive skills, and in many cases, in the identification of the way of life and in the upbringing of citizenship.  Books are also the best way to enjoy our language.   Rich traditions in the field of copyright in the Nakhchivan land, which has given great creative personalities to our people, are still continuing and developing.
